What USAA publishes about itself

USAA lists eligibility as active-duty military, National Guard and Reservists, veterans who have served honorably, contracted ROTC cadets and midshipmen, officer and warrant officer candidates, service academy appointees, and spouses and children of USAA members. Its own footnote adds the part that decides many cases: separated military personnel must have received a discharge of Honorable or General Under Honorable Conditions. Structurally it is neither a stock company nor a mutual — its bylaws describe a reciprocal inter-insurance exchange organized under Texas law, where membership begins when a property and casualty policy is issued and a subscriber’s agreement and power of attorney are executed.

What is settled, and what is not

Everything on the left is stated by USAA. Everything on the right is a question their published material does not answer — which makes it a question worth asking on the phone.

  • Eligibility is a hard gate

    USAA publishes the categories: active duty, National Guard and Reserve, veterans who have honorably served, contracted ROTC cadets and midshipmen, officer and warrant officer candidates, service academy appointees, and spouses and children of USAA members. Outside those, you cannot buy it.

  • Discharge type decides it for veterans

    USAA’s own footnote states that to join, separated military personnel must have received a discharge type of Honorable or General Under Honorable Conditions. It is the single most common reason an otherwise eligible applicant is not.

  • Membership begins with a policy, and ends without one

    Under its bylaws, membership commences on issuance of a property and casualty policy together with a signed subscriber’s agreement and power of attorney, and continues so long as a policy is in force. Dropping your last USAA policy ends the membership.

  • It is sold direct

    USAA’s auto pages offer an online quote and a saved-quote retrieval, and carry no agent locator at all. It publishes no explicit "direct only" statement, but there is no agent channel on its site to find.

  • It publishes several discount figures

    Bundling auto with homeowners or renters, up to 10%. Vehicle storage, up to 60% off comprehensive. Military on-base garaging, up to 15% on comprehensive. The MyUSAA Legacy discount, up to 10%. All carry state restrictions in USAA’s own wording.

  • "Member" does not mean owner, by USAA’s own disclosure

    USAA states that use of the term member or membership refers to membership in USAA Membership Services and does not convey any legal or ownership rights in USAA. Its annual report separately describes members having ownership and voting rights. Both statements are USAA’s. We quote them rather than merge them into one.

  • Eligible is not the same as accepted

    USAA states that applications are subject to underwriting, and that its board or an authorized representative may reject any application for membership. Qualifying to join is the first gate; being written is the second.

  • The telematics discount figure is inconsistent on its own site

    USAA states the SafePilot enrollment discount as up to 10% on one page and up to 15% on another, both current. We are not going to pick one for you — ask what applies in your state, and note that SafePilot is unavailable in California and in ten other states and territories by USAA’s own list.

  • Whether it writes in the District of Columbia

    USAA’s state selector covers all 50 states and does not include DC, but that is a content picker rather than a licensing statement, and USAA publishes none. Its general wording is that products are available only where USAA is authorized to sell them.

USAA questions

Who is eligible for USAA car insurance?

Can I get USAA insurance if I never served?

Only through a family connection. USAA’s published categories include spouses and children of USAA members, and its bylaws also cover former members, USAA employees, and widows and widowers of qualifying people. With no route through any of those, you are not eligible — and no agent or website can change that.

Do USAA members own the company?

USAA’s own disclosure says use of the term member refers to membership in USAA Membership Services and does not convey any legal or ownership rights in USAA. Its annual report separately describes a bylaw change giving military members ownership and voting rights. Both are USAA’s statements; we report them as they stand rather than resolving them.

What happens to my USAA membership if I cancel my policy?

It ends with the policy. USAA’s bylaws state that membership continues so long as an insurance policy is in force. Buying a third-party product through the USAA Insurance Agency does not establish membership either — USAA says so directly.

Can this site get me a USAA quote?
