What Progressive publishes about itself
Progressive says plainly that it offers insurance by phone, online and through independent agents, and that it works with more than 40,000 of them. It also publishes a short sentence worth pausing on — “prices vary based on how you buy” — which is a sentence few large carriers publish, and the most actionable thing on its site. Underneath the brand sit more than thirty motor-vehicle underwriting companies, and for property insurance Progressive states you could be matched with it or with another carrier entirely.

About 40,000 independent agents
Progressive states it works with more than 40,000 independent insurance agents and brokers countrywide at thousands of different agencies. Independent means they place business with other carriers too, so one of them can compare Progressive against the rest.
Both channels are how the company describes itself
Its own annual report to the SEC says it operates throughout the United States through both the independent agency and direct channels. This is not a direct-only company that happens to tolerate agents.
The repair guarantee applies at network shops
Progressive states it has a network of repair shops around the country and will guarantee repairs at network shops for as long as you own or lease the vehicle. You can use any shop you like — it says to check whether that shop guarantees the work.
Claims can start in the app
Progressive publishes a claims phone number and states that claims can be reported through its app, including a Photo Estimate option for qualifying claims.
They do not
Which states it writes auto in
Progressive does not publish a state list or a "all 50 states" statement for auto anywhere we could find — its own pages say products are not available in all states, and its SEC filing says only "throughout the United States". The one specific figure it publishes is for homeowners bought online: 46 states and the District of Columbia.
A Progressive home quote may not be a Progressive policy
For property insurance, Progressive states that when you quote through it you could be matched with Progressive or with another carrier. That is a distinction few brands spell out, and it is the kind of thing worth knowing before you assume one company is handling everything.
Round-the-clock claims
Progressive publishes a claims number but no statement that claims staff are available at all hours; the only hours shown on the page are weekday business hours. Some carriers do state 24/7. Progressive does not, so we do not say it either.
Which of its thirty-odd companies writes you
Progressive publishes the full list of motor-vehicle underwriting entities, from Progressive Casualty to Progressive County Mutual and Drive New Jersey. Which one applies to you depends on your state and profile, and is not something the site decides in advance.

Is Progressive cheaper online or through an agent?
Progressive does not say which is cheaper — but it does state that prices vary based on how you buy, which means the two are not the same quote. If you have only priced one channel, you have only priced one channel. An independent agent can also tell you what other carriers do with the same profile.
Does Progressive sell through independent agents?
Yes. Progressive states it works with more than 40,000 independent agents and brokers at thousands of agencies, alongside its online and phone channels. Its annual report describes the business as operating through both the independent agency and direct channels.
Who underwrites a Progressive policy?
